Essential Duties and Responsibilities

a)      Position 5–Warehousing/Shipping/Customs Clearance Duties:

Verify and keep records on incoming and outgoing shipments. Prepare items for shipment. Duties include assembling, addressing, stamping, and shipping merchandise or material; receiving, unpacking, verifying and recording incoming merchandise or material; and arranging for the transportation of products. Examine contents and compare with records, such as manifests, invoices, or orders, to verify accuracy of incoming or outgoing shipment. Prepare documents, such as work orders, bills of lading, and shipping orders to route materials. Determine shipping method for materials, using knowledge of shipping procedures, routes, and rates. Record shipment data, such as weight, charges, space availability, and damages and discrepancies, for reporting, accounting, and recordkeeping purposes. Contact carrier representative to make arrangements and to issue instructions for shipping and delivery of materials.
Requisition and store shipping materials and supplies to maintain inventory of stock. Deliver or route materials to departments, using work devices, such as hand truck, conveyor, or sorting bins.
Compute amounts, such as space available, and shipping, storage, and demurrage charges, using calculator or price list.
Pack, seal, label, and affix postage to prepare materials for shipping, using work devices such as hand tools, power tools, and postage meter

b)      Positions 6 and 7-Logistics Services (Two Positions):

Conducts Procurements, Coordinates all transportation requests for the movement of personnel and equipment/supplies via all modes of transportation.  Prepares or provides assistance in the preparation of documents related to domestic and international personnel travel and equipment/supply shipments.  Performs other services as assigned related to logistics/transportation matters.

c)      Position 8-Administrative Duties:

Provides the full range of administrative services in response to the specific needs of the organization.   Assists program officials to define services, formulate procedures and provide assistance in resolving practical problems related to administrative services.  Maintains leadership calendars and attends staff meetings to explain and interpret administrative policies and procedures.  Manages administrative requirements for supplies, property and office moves.   Manages the security and emergency preparedness functions for the organization.  Coordinates and maintain crisis management plans that protect the organization’s employees, properties, science and our national strategic mission, to include obtaining ID Badges and Cardkeys.  Maintains liaison within, and outside, the organization to keep abreast of changes in administrative procedures.   Performs other services as assigned.

Minimum Qualifications and Requirements

The contractor must have the educational back ground to perform the duties outlined in the SOW paragraphs listed previously.

  • Must have U.S. passport and established access to the US Embassy Haiti.
  • Must have housing and security prior to taking the position
  • Required international experience with working knowledge of Haiti
  • Required experience working with NGOs.
  • Mandatory fluency in English. (French is desired but not required)

Essential Duties and Responsibilities

a)      Position 1–Deployment Coordination Services:

Needs to have excellent computer skills, especially Excel.  Self starter that can work independently.  Job includes computer queries; developing email solicitations to groups; and interactions with IMS and potential field staff. Needs thorough understanding of IMS and its functions.  Must have excellent organization and negotiation skills.  Job includes interaction with senior leadership; planning and presenting briefings; recruiting and orienting IMS staff. Needs to have excellent computer skills, with mastery level in Excel.  Must be able to focus on detail work with high accuracy.  Job includes taking in data from multiple sources and organizing it in existing Excel format.  

b)      Position 2–Logistics/Travel/Transportation Services:

Conducts Procurements, Coordinates all transportation requests for the movement of personnel and equipment/supplies via all modes of transportation.  Prepares or provides assistance in the preparation of documents related to domestic and international personnel travel and equipment/supply shipments.  Performs other services as assigned related to logistics/transportation matters.

c)      Position 3–Situation Awareness Services:

Coordinate with partners to maintain overall situational awareness of the outbreak response.

Coordinate for current operational maps from data provided from MSPP and PAHO Pap to support CDC Atlanta.

Improve situation awareness by coordinating inter-agency response requirements and data sharing, information analysis, and knowledge management.

Provide operational and technical situation awareness and GIS support in integrating information technologies, relational databases, information sources, and analytical tools to improve the speed and accuracy of disease surveillance and emergency response.

  • Establish or coordinate formal reporting procedures and provide Situation Awareness database and information management support to improve interoperability.
  • Assist in integrating new capabilities and implementing technologies and processes to improve how information is collected, visualized, reported, and synthesized to “Connect-the-Dots”
  • Act as a liaison to improve vertical and horizontal information sharing and collaboration between Communities of Interest (COIs) embedded in MSPP and PAHO PaP to share scientific, public, and non-public health and emergency response information
  • Synchronize data collection and definition to support rapid and consistent maps, reports, and SA products.
  • Assist in implementing web-enabled information sharing between CDC SA and provide training.

 d)      Position 4-WASH Services

  • Individual will coordinate the implementation of CDC’s water, sanitation and hygiene activities (WASH)  in Haiti.  Position requires background in public health with experience in WASH, epidemiology or related fields.  Will work closely with Government, UN and NGO partners including DINEPA, MSPP, UNICEF and PAHO.  Position will include travel within Haiti to monitor program activities.   Individual will report to senior leadership in CDC Haiti office as well as WASH technical team in Atlanta.  Will represent CDC at WASH meetings in Port au Prince and will generate reports on in country activities.  Must be fully functional in French

  • Applicant must have international experience with working knowledge of Haiti
  • Must be able to pass security checks (Background) and receive clearance to work at CDC.
  • Must be fluent in English.

Eight Administrative and Deployment Support Positions

Making Sense Out of Complex Public Health Issues, DB Consulting, Inc., Health and Clinical Services Division is seeking eight (8) individuals to support to join our team of qualified, diverse individuals in Ensuring the Nation’s Health.

These positions will be located in Atlanta, GA(5 positions), and Port Au Prince, Haiti (3 positions). The qualified applicants will become part of DB’s Health and Clinical Services team that supports the Center for Disease Control’s Health Systems Reconstruction Office (HSRO).  For this program, the applicanst will support HSRO’s Haiti Cholera Public Health response.  All positions are for 6 months beginning in January 2011 with an option to extend for an additional 6 months.
